To make it work with 7 billion you would need to kick out all of the dissenters (as in, kill them). You would have significantly less than 7 billion when you were done, and those who were left would probably put in the bare minimum of effort (just like the USSR).
So basically, it’s not a viable economic system; it’s simply an act of war against the population it is directed against.
